Full form of CSC

The government has launched several programmes to achieve its "good governance" objective. The CSC, also called the Universal Service Centre or Common Service Scheme, is one such programme.

The Indian government launched this programme as a component of the National E-Government Plan. Its main objective is to supply citizens with business-to-citizen (B2C) and government-to-citizen (G2C) services under Bharat Nirman. In 2006, the Common Service Centre Plan was initiated as an e-governance component. The goal of CSC is to digitize government programmes to streamline the process.

10,000 CSCs in urban areas and 100,000 CSCs in rural regions have received budget allocations for this initiative. The key pillars of this plan are reasonably priced and excellent governance services. The Village Level Entrepreneurs (VLE) will manage the CSC. Every Gram panchayat is to have a shared service centre.

The Common Service Center's goals

The plan is carried out through a public-private partnership structure. Among the goals are:

• Assist the private sector.
• To encourage a living and play a significant part in rural India's development
• It offers a variety of B2C and G2C services at one location.
• Emphasise entrepreneurship in the countryside.
• It promises to handle a range of government and non-government functions as an agent.
• The needs of the community are prioritized.

Common Service Centre Organisation

The Public-Private Partnership paradigm is predicated on a three-tiered

1. Throughout the state, the State Designated Authority operates and oversees the common service centre services.
2. The CSC owner will guide the Service centre Agency in establishing the shared service centre and selecting CSC locations. Through advertising initiatives, they will raise awareness of CSC in rural areas. Service centre agencies will run 500–1000 common service centres.
3. The Village Level Entrepreneur will be the CSC operator, overseeing six communities.

The services that Common Service Centres provide

It will offer high-quality and reasonably priced voice, data, and video services and content in the various public and private sectors. CSCs will provide web-enabled e-governance in rural areas. Along with G2C, B2C, and B2B services, additional services and content are provided, including:

• Services for Training and Education
• Medical Services
• Services in Agriculture
• Services for entertainment
• services provided by utilities
• Insurance and banking services in rural areas
• Trade services

Qualifications for Common Service Centre Access

To open a common service centre in any location, the following requirements must be met:

• The applicant must reside in the area.
• The applicant must be at least eighteen years old.
• The prerequisite is a class 10 education or its equivalent.
• Should be able to communicate in basic English and possess a basic understanding of computers
• Read and write the local language with ease. 
• Possess a current PAN and virtual ID. 

Infrastructure needed for the Common Service Centre 

• PC running a licenced operating system.
• A minimum 120 GB CD/DVD drive or hard disc
• 512 MB RAM minimum, UPS, and a 4-hour battery backup for the webcam
• a strong internet connection
• Biometrics/IRIS Authentication scanner printer and scanner

Why the Common Service Centres were established

To eliminate the need for intermediaries was the primary motivation.

Establishing the shared service centre will eliminate the citizens' reliance on intermediaries. The masses have been misled by intermediaries’ numerous times. With this new G2C service plan, the services will be provided to the general public directly and transparently, with no gains going to the intermediaries.

The rates for government services will be appropriately disclosed, which is another factor. Consequently, the bribery scheme will be stopped.

This proposal includes the introduction of a Special Purpose Vehicle (SPV) to function efficiently and gradually through e-governance.

It was incorporated on July 16, 2009, by the Companies Act of 1956. CSC E-Government Services India Ltd. is the name that is mentioned. Its main goal is to monitor the entire CSC programme and ensure the rules carry out all tasks.

Special Purpose Vehicle Functions

The functions of SPV are:

• To keep track of the CSC scheme's objectives and results
• To evaluate the viability and sustainability of the shared service centre scheme.
• To frequently function as a catalyst
• To continue using a collaborative approach as the framework for decision-making

Concerning the CSC 2.0 plan

To extend the reach of CSCs throughout all gram panchayats nationwide, the government launched the CSC 2.0 programme in 2015 based on the evaluation of the CSC plan. A total of 1.5 lakh CSCs would be added nationwide, strengthening and uniting already-existing CSCs. Its goal is to enable general public to access G2C services from any location in the nation.
